Takedowns restore 15% of your maximum mana or 15% of your maximum energy after a 1-second delay.

We're happy that Presence of Mind provides fuel for champions to whittle down their opponents but the current shape predisposes it to damage over time effects. This new model resores a similar amount of mana for most champions without being substantially stronger for very specific ones.
- Mana/Energy Restore: 1.5 - 11 (melee) / 1.2 - 8.8 (ranged) (based on level) or 1.5 energy per second for 4 seconds ⇒ 6 - 50 (melee) / 4.8 - 40 (ranged) (based on level) mana or 6 energy instantly, 8 second cooldown
Presence of Mind's permanent stats were single-handedly solving resource issues. We're reworking the rune to be more in-line with other minor runes and tailored towards champions who prefer sustained combat.

Increases mana or energy pool on takedown instead of refunding ult cooldown. Now restores energy in addition to mana.
This rune's ult cooldown refund overlaps too much with Cloud Drake's new buff. Admittedly, so does Ultimate Hunter, but Hunter is usable by more champions and has a clearer goal, so it's the one that gets to stay. We're changing Presence of Mind to finally open it up to energy users and grant a resource pool increase (big brain getting bigger) rather than a partial ult reset.

Enemy takedowns restore 20% of your maximum mana and refund 10% of your ultimate's cooldown.
Presence of Mind is extremely valuable on some champions and barely noticeable on others. Specifically, champions with long cooldowns can't benefit from its current effect, so we're moving it back to a more generic power that is consistent across all champions.
