As mentioned earlier in the fighter system, Grievous Wounds items only need to be slot efficient and don't need to be strong competition with other items. Mortal Reminder will be clearly worse than LDR with an increased price and lower armor penetration as recompense for the healing reduction.

Mortal Reminder fares much, much worse than Lord Dominik’s Regards and feels like a punishment if a crit user is the one applying Grievous Wounds. A simple stat buff hopefully brings it closer to parity with LDR.

While we've buffed Mortal Reminder to be a better Grievous Wounds item, it still competes directly with Phantom Dancer in terms of stats for ADC's weighing their options. We're emphasizing its AD component more so it can stand out against Phantom Dancer’s attack speed and move speed offerings.

Patch 10.23
No longer grants Armor Penetration. Now builds from Zeal. Now offers improved Grievous Wounds.
Previously, Mortal Reminder's percent penetration usually meant that completing it early was worse than buying more damage, since enemies needed to stack Armor before the penetration really mattered. Now, Mortal Reminder's more favorable build path and upgraded Grievous Wounds on completion offer additional incentive to complete it at all stages of the game.

Total armor penetration is stronger than bonus, meaning Mortal Reminder scales better with itself. To keep the focus on the armor penetration rather than raw damage output, we're trimming some attack damage and pushing the price point higher.
