When we adjusted LDR in the mid-year patch, we pushed the armor penetration high enough that it was no longer enough of a penalty to stack physical damage ADCs on a team, so we're walking its armor penetration back to its pre-patch value, which should still make it clearly good when the situation calls for it but also bringing down the cap on pure physical damage teams. Meanwhile, Mortal Reminder was made strictly more powerful by gaining 5% crit chance, so we're dropping 5 AD (everyone's favorite nerf).

Dominik's is losing its Giant Slayer passive, but gaining raw stats to compensate for it. While it won't be as efficient as killing very high health targets, it'll provide more against others. We still believe there there should be enough ways to deal with those tanks and frontliners within the crit item system

The current damage amplification from LDR's passive, Giant Slayer, was calculated as pre-application, meaning it triggered after things like shields and lifesteal. In this patch, we'll be moving it to pre-mitigation, which should be more intuitive to how players think about and use the item. Since this will result in a power increase for the item, we're proactively giving it a small nerf to avoid overpowering it.

Lord Dominik's Regard has quickly caught on as the go-to second purchase for marksfolk. We're adjusting it so it's no longer a catch-all item, but rather something to be picked up specifically for facing tanky terrors.

Lord Dominik's Regards (and OG Last Whisper from years ago) has always occupied an anti-tank niche but has also flip-flopped between marksmen and assassins, always stronger for one class than the other. Situational items like this should feel rewarding to purchase when the occasion arises, meaning their stats need to be appropriately powerful for the class they're meant for. So, Lord Dominik's Regards has acquired some crit and is balanced for marksmen alone, while assassins have the new Serylda's Grudge item above.

Total armor penetration is stronger than bonus, meaning LDR scales better with itself. To to keep the focus on the armor penetration rather than raw damage output, we're trimming some attack damage and pushing the price point higher.

Damage bonus requires enemies to have more health than before.
Lord Dominik’s draws an interesting parallel with The Black Cleaver: one scales with enemy health, the other with enemy armor. There’s no right way to itemize against that combination, so to keep LDR+Cleaver from taking over as the new flavor-of-the-month build, we’re making Lord Dominik’s far less tolerant of Cleaver’s bonus health. Fortunately, this shouldn’t impact champs who are happy to buy Lord Dominik’s on its own.

Last Whisper's upgrades give marksmen options to pierce through defense-stacking foes, sacrificing generic damage for effectiveness against tanks. In their current state, however, these 'options' are only viable when their effects can be applied to multiple enemies. At 40 AD, Lord Dominik's and Mortal Reminder force an excessively high damage tradeoff versus, say, The Bloodthirster or Mercurial Scimitar. In other words, investing in them hamstrings a marksman's ability to kill anything that's not a tank. We're giving Lord Dominik’s and Mortal Reminder a bump so itemizing against the enemy frontline doesn't forfeit your ability to fight their backline.

Last Whisper's upgrades don't have enough of a payoff, even when you'd find their unique effects useful. Now investing gold into either the Giant Slayer or Executioner's upgrade will have a little more 'oomph'.
