This one in particular is a pretty big change but we're taking away the Spellblade passive from Essence Reaver. It's instead becoming a stat stick with a very clear purpose, spell casting. With the new item system, Lethality became a much better stat for bot laners in particular. Combined with the overall game pacing differences compared to season 13, on-hit and crit marksmen have been left a bit weaker than they were before. These changes aim to bring up the power level of crit and on-hit users systemically so that they no longer feel as though Lethality is their only viable itemization option

Champion power comes from both their inherent kit and the systems (runes, items, Summoner Spells, etc.) that players choose to opt into for that game. Ideally, the ratio of power that comes from those sources remains relatively consistent throughout the game. Early on, champions have a keystone and only low-level skills. As time goes on, items get completed, ultimates come online, and abilities get ranked up. But while attack damage and ability power ratios rarely change much with rank, items may each have ratios of their own. If these item ratios are too high, some champions start to become button-pressers for their item (looking at you Ezreal and Rengar) instead of standing out as their own champions.
With that in mind, the goal of the changes to Essence Reaver and Stormrazor this patch are to limit the new attack damage ratios that champions gain over time while making sure they're a powerful source of damage early in the game. This change should make Essence Reaver stronger for most users across the majority of playtime but will be slightly weaker later.

The ability-weaving pattern of Sheen has always been fun and popular on some marksman champions, but Trinity Force frequently fell below the viability bar for those champions since it was balanced for fighters. Enter Essence Reaver, which has been revamped to double-down on the fantasy of a spell-slinging basic attacker.

In 8.12, we made some changes to Essence Reaver that were intended to make the item more accessible, but it looks like those changes also slightly weakened the item overall. As a result, we're adding some power back.
We'll be looking to make individual marksman changes in the coming patches, but we don't want to risk overbuffing them alongside item changes. To start, we're adding power to some core crit items before looking at individual champions too heavily.
Essence Reaver
Essence Reaver is performing pretty well on users who have some way to "cheat" extra basic attacks (Lucian's passive or Renekton's W, or attack resets), and thus get far more ability refreshes. We want to open Essence Reaver up to a few more champions without buffing it on the core champions, and that means giving more attack speed so that champions without bonus attacks in their kit can get more bang for their buck.

The ultimate power spike.
Essence Reaver was intended to be the alternative late-game scaling item for marksmen who care more about spell casts. However, it turned out that once you had Essence Reaver, you also wanted Infinity Edge, and at that point, you also want a Zeal item, and at that point you might as well build up to 100% crit. The overall effect was a core build of 4 items that didn't allow spellslinger marksmen much choice at all. We're reshaping Essence Reaver around a new power spike, allowing spellcasting marksmen to double down on their spell-slinging fantasy and unleash their spells in a rapid barrage.

Prior to last November’s preseason update, B. F. Sword was too expensive to have a home on Twisted Treeline. The burden of saving for one would have been madness in an environment where marksmen naturally struggled to scale into relevance, so we gave the Treeline its own cheaper, Pickaxe-based alternatives to B. F.’s upgrades. As discussed above, however, things have changed, so we’re now comfortable introducing this suite of items to the Treeline.

Essence Reaver’s providing a path for spell-casters as intended, but currently turning your next Zeal or Cloak of Agility into a cheap 20% cooldown reduction is a rate other items simply can’t compete with. The math below is a little wonky, but here’s the gist of it - at 20% crit (from say, Zeal), you’ll get 10% cooldown reduction. At 30% crit (from Zeal’s upgrades), you’ll get the same 20% cooldown reduction you’re used to. We’re digging the item’s path and what it does for carries mid-game, but we’re pushing back the ‘1.5 item power-spike’ to keep certain spell-slinging marksman in check.

In days past, Infinity Edge stood alone as the top dog for enabling the marksman class's damage output, with its ruthless efficiency and multiplicative spike potential. IE still remains a powerhouse, but the long-forgotten Essence Reaver's now risen to do battle with the heavyweights.
No longer a niche lifesteal item, Essence Reaver grants near-cap cooldown reduction to marksmen that rely on abilities for their primary damage output - the same way an Infinity Edge + Phantom Dancer 'spike' turns a Jinx or Caitlyn into a mid-game monster. Fun fact: Essence Reaver and Infinity Edge actually play well together (especially in a 6-item build), but where you start and which style you embrace makes all the difference.
