Circuito Tormenta 2019 is a second-level spanish circuit run by Riot Games. It is a year-long competition consisting of several tournaments played online and offline.

- Events are categorized in three tiers:
- 10 offline tournaments (Tier 1 and 2)
- 7 online tournament (Tier 3)
- Each tournament awards circuit points
- Top 2 in points after Madrid Open Cup 2019 qualify for Iberian Cup 2019 Qualifier
- Top 4 qualify for Grand Final
