While functional, the current version of Seraph's Embrace hasn't been hitting the mark in terms of excitement and impact. With RoA and Catalyst returning, the healing effect has now become redundant. We tested a few iterations of this item in Preseason that didn’t feel quite right leading to the changes being delayed, so we’re excited to have reached a version we’re more confident in for live. We're shifting Archangel’s back towards a high AP scaling item with a defensive option to help mages have a little more room for error in the late game.

Archangel's Staff isn't performing all that well, so we're lowering its cost to help.
Archangel's and Seraph's were basically just big powerful sticks of AP and mana this year. We're pushing them to better fit spell-slinging battlemage and bruiser playstyles.
The buffs to Tear in patch 10.24 helped Tear-friendly champions across the board, but we're still looking to improve overall satisfaction for the item line.
Patch 10.23
AP per mana increased. No longer grants ability haste or mana refund on cast. Spending mana without hitting a target no longer grants stacks. Mana per stack and transform threshold reduced.
The previous version of Seraph's offered a power scaling option both offensively and defensively with its shield. We're shifting the Archangel's line to be the purely offensive, greedy option by focusing on its slacking mana and AP fantasy.

All Tear items now belong to a Tear item group, with a maximum of 1 allowed.
We told you that we were potentially nerfing Ezreal last patch, and we decided that targeting his Double Tear build was a better solution than directly changing him. We're putting all Tear items into one group so players can't buy more than one Tear of the Goddess (and subsequently, its upgrades). After these changes go into effect, we don't expect Ezreal to stay as super dominant as he has been, but we’ll be keeping an eye on him.

Stacking effect can now occur up to three times every 12 seconds.
Stacking Tear often incentivizes odd behaviors, such as using abilities while simply walking down the lane or standing still at the base. We want to make it easier for Tear to be stacked when you’d already be casting abilities, such as lane trades, teamfights, farming, and so on.
Editor’s Note: I’ve seen things you people wouldn’t believe. Mystic Shots fired at the shoulders of Ornn. I watched Overloads glitter in the dark near the Base Gates. All those abilities were lost in time, like Tears in rain. Time to stack.
