Now a tank item! Health added, ability power removed.
Like Banshee’s Veil, Abyssal Scepter is an item whose passive doesn’t quite line up with its statline. An area-of-effect damage amp is much more appropriate for a durable champion that’s comfortable in the thick of things, but the ability power currently on there makes it much more appropriate for mages. We’re shifting stats around to make Abyssal Scepter the item for tanks who feel comfortable sacrificing raw durability to give their team a bit more damage.

Flat magic resist reduction replaced with magic damage amplification.
Abyssal Scepter is a must-rush item. When purchased before the opposing team can build magic resist, it provides (sigh) tons of damage. But once the other team builds into defenses, Scepter starts to fall off. This gave it a natural rivalry with Aegis of the Legion’s teamwide aura. Now that Aegis no longer beefs up carry resistances, Abyssal Scepter would run unchecked early and take too long to fall off. We’re pushing it away from that early power spike and making it feel useful at all stages of the game.

Aura now scales with level and no longer affects minions. Now grants cooldown reduction.
In a mage-vs-mage matchup, the winner often comes down to who finishes Abyssal Scepter first. Its 30 ability power bump on completion synergizes with its magic resist reduction aura to creathuge combat advantage upon completion. If that weren’t enough, the aura also makes it much easier to push minion waves into the enemy turret, denying opponents the gold necessary to finish their own Scepter. We’re repositioning Abyssal Scepter to play up its defensive aspects, while tuning its aura to be less oppressive in lane but more relevant in the late game.
